RE: 2023 Nomination Results and Election Announcement
The 2023 Election Committee is announcing the following results from the Nominations: The following positions were unopposed and won by *acclamation:
Executive Vice President, Darryle Williams;
Vice President, Douglas Christian;
Secretary/Treasurer, Shaquelle Baker;
Area Representatives (3 of 5 positions),
JaNet Anderson, Bob James IV, and Juan Robinson.
The two open Area Representative positions will be appointed by the newly elected Executive Board.
Members will be voting for the position of President. There are two candidates (listed alphabetically by last name):

Voting will commence for the President at 12:01am ET on November 7, 2023. Voting instructions/packets will be mailed to each Member’s address as it appears in WorkDay. Each Member will have one vote and will cast their vote either by internet or phone (member’s choice).
Voting will end at 1pm ET on November 28, 2023 with the announcement of the results for President by 5pm ET on November 28, 2023. The announcement will be posted on the Local 3645 Website and will also be sent via email to the entire membership.

*Local CWA ByLaws state the following: 2. If there is only one (1) nominee for any position, the nominee shall be elected by acclamation. The complete Local 3645 ByLaws can be found here:

Election Committee members shall not participate in any way to assist the election of any candidate, including the passing out or posting of any campaign material.
A. Candidates may post a campaign flyer on union bulletin boards after approval by the Election Committee. Flyers must be submitted to the election committee by 12.00 pm ET on November 3, 2023. All non-approved flyers will be removed from all union boards.
A. Candidates may submit a campaign flyer to be posted by the Election Committee on the Local 3645 website. Flyers will also be emailed out via the Local Agent email list
B. Flyers – any and/or all flyers must be standard size (8 ½ x 11) paper.
C. Flyers to be posted on the website must be delivered to the Election Committee by 12:00 pm ET on November 3, 2023. Flyers must be submitted in .PDF format only.
D. Candidate is responsible for their own campaign material distribution to the membership.
E. No candidate/member may campaign during time that is paid by any local, national union or any employer.
A. Membership list is available for review by candidates prior to mailing of the voting instructions/packets. Contact the Election Committee via email by 12 pm ET November 3, 2023, if requesting a review.
B. All mailing must be done by the Election Committee with labels provided by the Local at the candidate’s expense ($.05 per label). Campaign literature must have all materials in envelope, sealed, with postage affixed. The postage should be first class, no bulk mail allowed. The return address must be:

In accordance with the Member’s Rights and Responsibilities under the LMRDA and CRSA
U.S. Department of Labor, Office of Labor-Management Standards, no labels, membership or stewards lists will be given to any candidate. Mailings must be received by the Election Committee by 12pm November 4, 2023.
A. No phone banks
B. No phone numbers will be given
C. No emails
D. No texting
A. One (1) observer per candidate may be present at all times that ballots are processed.
B. Cannot be on lost wages.
C. Must be member in good standing.
D. Name of Observer must be emailed to the Election Committee by 1pm ET on November 27, 2023
A. Only members of the local in good standing shall be eligible to vote.
B. New members must have their dues authorization card in the District office by 12:00 pm ET on October 31, 2023 in order to be eligible to vote.
C. To be eligible to hold an elected office, members must be in good standing with CWA Local 3645.
D. No individual shall be permitted to run for more than one office.
E. If there is only 1 nominee for any position, the nominee shall be elected by acclamation.
A. The voting instructions shall be printed containing the office and the names of the nominees.
B. Write-in votes are not permitted.
C. Position on the ballot shall be determined by alphabetical order by last name.
D. The Election Committee shall oversee the tally of the ballots in all elections and notify the membership of it’s tentative certification of the results. Absent a challenge to the election, the tentative certification shall become final 10 days thereafter.
E. Each member eligible to vote by Electronic means or Telephone will be sent:
*One notice of election with instructions
*One secret ballot.
A. In the event a member does not receive their voting instructions and access code, THE MEMBER needs to contact the Election Chair via email 2023cwa3645election@gmail.com no later than 1:00 pm ET on November 27, 2023
B. Campaign buttons may be worn anywhere except in ballot counting area.
C. Campaigning will be allowed at work in areas where official business is not being conducted.
D. No local or employer funds can be used to promote a candidate.
E. Any challenges to the conduct of the election must be filed in writing, sent by certified mail, to the election committee postmarked within ten (10) days of the tentative certification of the results.
F. Due to this being a union election, the Election Committee highly recommends that all campaign literature be printed by union printers and carry the union bug.
G. Union stationary with the local’s name or insignia is prohibited.
H. No member may campaign during time paid for by the Local or the company(s).
I. Both the tentative certification and the final certification shall be given to the Local President and Secretary-Treasurer and the District Office and shall be posted on all Union bulletin boards and the Local website as soon as possible.
The Election Committee shall turn over to the Local Secretary-Treasurer all records, including the eligibility list, the return addressed envelope number list, used and unused voting packets, tally sheets, etc. The Local Secretary-Treasurer shall keep them for one year from the date of the election. At the end of one year, the Secretary-Treasurer and the Chair of the Election Committee shall destroy the entire record.
